Once this snow removal debacle is dealt with, see my commentary at RAM, we need to go one step further with the privatization of trash removal. We need to go for decentralization by beginning to allow the consumer to purchase the trash removal from the individual haulers. We have government out entirely. And when that happens the providers are competing in a much more open and free market! This will eliminate an entire bureaucracy in the city government and then we must see if this is to never happen again the passage of an Employee Bill of Rights  for the state of New York, incorporating Right to Work Provisions, and stipulating employees will work on their terms and conditions, and their employers, not the Union Bosses. If laws are not existing stipulating that all manners of work manipulation are criminal acts, they need to be enacted as well, along with provisions criminalizing conspiracy to perpetrate these acts by unions, and all staff! The corrupt and criminal influence in New York is well known as the current example exemplifies.  If you were ever to go to the convention center to set up a booth as an exhibitor, you can not move your equipment from your truck to the booth, it must be done by the unionized valet services, at a much greater cost than you could do it yourself.  A privatized and individualized system would help eliminate the strangle hold that the Unions have over new York. This is of course one step but a major step, with concurrent benefit of eliminating one layer of tax payer funded management bureaucracy. And for the naysayers,  we have individualized electrical and telephone service, at least until Obama and Reid and Dinkins' of the world socialize them
