These people are Christians, and they choose of there own volition to Pray. That choice as individuals can not and should not be abridged .  It is there first amendment right. They aren't asking that you pray with them. They didn't pass a law that said they all would be required. You in no case can separate a man from his faith, and the manner,place and time that he practices it. And if they choose to it is their individual choice. The 1st amendment to the constitution Ratified 1791, December 15,1791 to be exact, in New York City. Please read this law verbatim. Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances. When these men Pray outloud, they are speaking. And they are professing their faith. Every American regardless of condition can not be prohibited from the free exercise of religion. Every American has the Right to exercise their religion. And they can exercise that right without it being abridged. Government can not ever abridge it. As this is a form of speech that also can not be made not to speak. And as well they can not be made to do it silently, as speech by definition is spoken outloud, not trapped in ones head. Also they can do it while assembled together. This authority comes from the master, and no subordinate can override or diminish the master. And if people who have stood up to take an oath on a bible to up hold the Constitution are doing their work, shouldn't they pray as a reminder of their oath outloud. For if they didn't believe in the holy word the bible teaches their oath means nothing. And in Prayer that they will uphold the Constitution of the United States and the State of Maryland. And Do good for the citizens that they serve.
