An amazing tale.... Ms. Pearce talked about Maryland's preparations to open its state-based exchange. She said that of the estimated 800,000 uninsured individuals in Maryland, they expect about 250,000 to gain coverage through Medicaid expansion and the Exchange in 2014, reaching up to 471,000 individuals by 2020. Ms. Pearce said that while 79 plans were approved by the Maryland Insurance Commissioner, two carriers—Aeatna and Coventry—left the individual market, leaving 59 plans available for the State Exchange. She also noted that Maryland’s premium rates are among the lowest of the 12 states with proposed or approved rates, adding that the Insurance Commissioner lowered rates by as much as 33 percent below the rates requested by the plans. Ms. Pearce also detailed Maryland’s consumer outreach and enrollment initiatives. She said that the state will employ 200 navigators, 300 in person assisters, outreach workers, local community benefit organizations, 2,500 case workers already working for local departments of health, and over 2,000 brokers who have expressed interest in working with the Maryland State Exchange.
